
This area mostly dense jungles and rain forests with a few scattered farms near the coast or at the bottom of the plateau. Despite its outward appearance, the area is fairly civilized with few threats, except from the water. The governing body consists of twelve leaders, one from each of the smaller republics that make up the area. Each of the republics have their own forms of governance, their own laws and their own military. The twelve however all share a similar culture and language. The cities are varied, not by republic, but by location. The cities deep in the jungles tend to be off the ground on stilts or build in the trees to avoid the predictory creatures and insects. While in the plain areas they are turf houses built into the sides of small hill, or placed underground. On the coastal regions the houses are generally made of sandstone, coral or brick. In the north along the plateau, the cities are carved into the cliff face.
The twelve republics stem from the arrival of the twelve families. Although, the families are all but gone, the twelve factions still remain. It has never been a secret that the first halflings to arrive were part of a crime syndicate. The first of the crime families were followed later by eleven others, looking to capitalize on the new world population. Many of the families were either killed, executed, imprisoned or fled the world when the other civilizations began hunting them for their criminal activities. The remaining halfings remained in the southern regions where they built their own civilization loosely based on the twelve family factions.
A struture that pre-dates the halflings. They have taken the structure over as their own and many halflings make pilgrimages to it in the name of their gods. The tunnels and passages under the pyramid are said to go on for miles.
A large underground pool. Today it is a tourist attraction, but in the time of the twelve, it was a location where they would toss their enemies in. The pools are said to be home of some type of flesh eating creatures

This is a group of jungle rangers that are commisioned by the council to guard remove dangerous threats from the areas around the villages. It is pretty much left to the leaders of the rangers as to what constitutes a threat.
Started initially as a press gang for the 12 families, the Leaf Cutter evolved into the primary defense force for most of the villages.
Some of the nastiest of the halflings. These cut-throats operate on and near trade routes gathering a side tax. They exist because the side tax mostly goes to several members of the council.
